Are you submitting it with line breaks or are you trying to submit it with only line wraps (not breaks).
Where did you get “< >” from? I have not used those characters.

Removing " and replacing with ' has allowed it to pass their filters and be submitted.

Their system is so bad and antiquated. I have recently used the MCOL to bring my own claim (not parking) against a retailer and when initiating a claim, it has been improved significantly and there is no longer a limit on what you can put in the claim or for the defence. I'm not sure why there is a difference between that and this for the parking claim.
It really won't matter though. This is a claim issued through DCB Legal and they will discontinue before the hearing. However, that's a few months down the line.
