The suggested appeal is fine. I would only slightly tighten it like this:

Dear Sirs,

I have received your Parking Charge Notice Ref: XXXXXX for vehicle registration mark XXX XXXX, in which you allege that the driver incurred a parking charge.

I appeal as the registered keeper. No driver has been identified and no admission is made as to the identity of the driver.

I note from your correspondence that you are not seeking to hold me liable as the registered keeper under Schedule 4 of the Protection of Freedoms Act 2012. You have chosen not to issue a Notice to Keeper in accordance with Schedule 4 of that Act, and it is now too late for you to do so.

There is no obligation for me to name the driver and I will not be doing so.

As APCOA cannot transfer liability to me as registered keeper, and as the driver has not been identified, there is no basis on which APCOA can hold me liable for this charge.

Please confirm that the charge has been cancelled. If you reject this appeal, you must issue a POPLA verification code.

Keep in mind that APCOA are benign. I am not aware of anyone ever being taken to court by them. So, no matter the outcome of the appeal, or POPLA if it progresses that far, nothing will come of it.
